"Idha, mahārāja, rañño cattāro mahāmattā bhaveyyuṃ anurakkhā laddhayasā vissāsikā ṭhapitā mahati issariye ṭhāne.

‘Suppose, O king, a king had four chief ministers, faithful, famous, trustworthy, placed in high positions of authority.
Atha rājā kismiñci deva karaṇīye samuppanne yāvatā sakavijite sabbajanassa āṇāpeyya 'sabbeva me baliṃ karontu, sādhetha tumhe cattāro mahāmattā taṃ karaṇīya'nti.

and that when some business had arisen the king should have a command issued touching all the people in his realm, to the effect: ‘Let everyone pay me a tax, and do you, my four chief ministers, carry out that business.’
And the king, on some emergency arising, were to issue to them an order touching all the people in his realm, saying: “Let all now pay up a tax, and do you, as my four officers, carry out what is necessary in this emergency.”
Api nu kho, mahārāja, tesaṃ catunnaṃ mahāmattānaṃ balibhayā santāso uppajjeyyā"ti?
Now, sire, would any tremor due to the fear of taxation arise in those four chief ministers?"
Now tell me, O king, would the tremor which comes from fear of taxation arise in the hearts of those ministers?’
"Na hi bhante"ti.
“No, revered sir.”
‘No, Sir, it would not.’
"Kena kāraṇena mahārājā"ti.
“For what reason, sire?"
‘But why not?’
"Ṭhapitā te, bhante, raññā uttamaṭṭhāne, natthi tesaṃ bali, samatikkantabalino te, avasese upādāya raññā āṇāpitaṃ 'sabbeva me baliṃ karontū'ti.
“Because the king has placed them in the highest positions, taxation does not affect them; they are beyond taxation. When the king commanded everyone to pay him a tax, he was referring to the rest of his subjects.”
‘They have been appointed by the king to high office. Taxation does not affect them, they are beyond taxation. It was the rest that the king referred to when he gave the order: “Let all pay tax.” ’

"Evameva kho, mahārāja, netaṃ vacanaṃ bhagavatā arahante upādāya bhaṇitaṃ, ṭhapito arahā tasmiṃ vatthusmiṃ, samūhato bhayahetu arahato, ye te, mahārāja, sattā sakilesā, yesañca adhimattā attānudiṭṭhi, ye ca sukhadukkhesu unnatāvanatā, te upādāya bhagavatā bhaṇitaṃ 'sabbe tasanti daṇḍassa, sabbe bhāyanti maccuno'ti.

“Even so, sire, the statement that all beings tremble at punishment, all fear death,
‘Just so, O king, is it with the statement that all men tremble at punishment, all are afraid of death.

Tasmā arahā na tasati sabbabhayehī"ti.

does not apply to the arahats.”
In that way is it that the Arahat is removed from every fear.’
